When you declare an Attack with the target of "Creature", you may spend X PP, where X may be up to 4, in order to target X additional creatures with the same attack. When doing this, Physical- and Special-Category attacks deal 25% less damage.
The PP deduction for this perk is managed via the embedded Target Split Clock.
